Digital transformation in agriculture and rural areas Part III: Hai Phong strives to build a database as a foundation for digital transformation

In Hai Phong, identifying digital transformation as a top task, on October 26, 2021, the Standing Board of the City Party Committee issued Resolution No. 03-NQ/TU on Digital Transformation of Hai Phong City to 2025, orientation to 2030. Next, on January 24, 2022, the City People’s Committee signed Decision No. 284/QD-UBND promulgating the Action Program to implement Resolution No. 03-NQ/TU.

Initial results

Strictly grasping and implementing Resolution No. 03-NQ/TU of the Standing Committee of the City Party Committee together with the direction of the Ministry of Agriculture and Rural Development, the City People’s Committee has directed the Department of Agriculture and Rural Development to establish a Steering Committee for Digital Transformation. and at the same time promulgate the Operation Regulation and Work Program in 2022.

Thanks to the good work of information, propaganda, and awareness raising for the contingent of cadres, civil servants, public employees, employees and related organizations and individuals, up to now, Hai Phong Agriculture has achieved some positive results in the implementation of the industry’s digital transformation goals.

Currently, 84.60% of the industry’s administrative procedures are eligible to be provided in the form of a comprehensive online public service. 100% of work records are processed in the network environment (except for confidential records). 100% of agencies and units under the Department participate in opening data and providing open data for digital transformation of the central, city and industry; 100% have used IT application software in staff management, accounting and other operations.

The whole city has over 270 agricultural products participating in e-commerce transactions; over 100 agricultural products are traceable (newly enhanced rural commune criteria).

Regarding the results of digital transformation tasks in the construction, implementation of mechanisms and policies, the implementation of Resolution No. 13/2020/NQ-HDND dated November 22, 2020 on support for installation and operation of monitoring equipment monitoring journeys on fishing vessels, up to now, Hai Phong has had 100% of fishing vessels installed cruise monitoring equipment according to regulations; 100% of locally registered fishing vessels are updated and tracked on the national fishing vessel monitoring system, meeting the requirements of anti-IUU fishing.

The Department of Agriculture and Rural Development has also actively coordinated with the Department of Science and Technology to order four science and technology research tasks. In which, there is research and application of remote sensing technology, unmanned aerial vehicle in management and monitoring of crop production; forest evolution; dike and irrigation works in the area and study criteria, build a smart village model in advanced new rural construction in Hai Phong.

Notably, in the field of exploiting and using databases, agencies and units under the Department have been able to apply and operate national database systems and technology platforms. availability of digital government, effective deployment and application of applications.

Regarding digital transformation in production, business, and agricultural services, the application of IT has been of great interest to the industry. For example, in the field of cultivation, automatic irrigation, drip irrigation, and automatic temperature regulation in greenhouses and greenhouses have been applied; LED lighting; unmanned aerial vehicle…

In animal husbandry, the industry has applied sensor systems to regulate the microclimate of the cages, automatic feeders – drinkers; use industrial slaughter lines; Manage and track production and sales on computers. In the fisheries sector, fishing vessels have been managed on the cruise monitoring system, using fish channel detection equipment; Aquaculture in tarpaulin houses, using automatic aeration fans, applying technology to manage pond environment…

Along with that, the implementation of digital transformation in agricultural product consumption has helped the city connect, introduce and put more than 270 agricultural product codes on e-commerce platforms such as: Seashell, Postmart, Shopee, Ladaza … Over 100 other products are traceable by QR code through the following systems: Traceverified.com, Agricheck.net, Icheck.com.vn, Trace.icheck.vn, Smartcheck.vn.

Regarding the task of implementing priority projects, the city has completed the construction of a boundary map of the Cat Ba Archipelago Biosphere Reserve; building a data management system for agricultural products; Digital transformation in biodiversity survey and monitoring in Cat Ba archipelago biosphere reserve.

Targets

According to the plan, the common goal that the Hai Phong agricultural digital transformation program up to 2025, with orientation to 2030, is to build and develop a database system as a foundation to promote digital transformation in Agriculture and rural areas are based on three main pillars: building “digital government”, developing “digital economy” and “digital society”.

Along with that is the fundamental innovation of management, direction and administration in agencies and units; develop digital agriculture, digital farmers and digital services to create safe products with added value and high competitiveness, contributing to improving labor productivity and people’s income; increasing the proportion of digital agriculture in the agricultural economic structure; contribute to the successful realization of the goal of restructuring the agricultural sector and building a new countryside.

To achieve the set goals, the Agriculture and Rural Development Sector of Hai Phong has specifically developed three key tasks, which focus on building a database system, developing the digital economy and society. meeting and effectively implementing 13 projects, priority tasks and 5 groups of solutions related to direction and propaganda; human resource development; building and implementing a system of mechanisms and policies; attracting investment; Science and Technology and Agricultural Extension.

Hopefully, with a well-planned and detailed plan and the drastic participation of the whole political system, Hai Phong will continue to effectively implement the digital transformation program in agriculture and rural areas; bringing agriculture and rural areas to a new height, creating momentum for ecological agriculture and sustainable development; modern countryside; civilized farmers, mastering science and technology.
