Today, during a direct line, a resident of the village of Shushenskoye addressed the Governor of the Krasnoyarsk Territory Alexander Uss with a video question. He maintains a personal subsidiary plot, has two plots of land where he grows potatoes and vegetables, and also cultivates 50 varieties of grapes. The farmer wants to expand his farm, acquire equipment and land, and is also interested in what support measures he can count on.
“The village, small forms of farming is a special topic for me, because I myself am a villager and now I saw a vegetable garden, my heart warmed up. As far as support for such initiatives is concerned, we have developed a system of grants that provides funding for two million rubles, which is serious money for work in the countryside. There is one caveat: 95% is a free gift from the regional budget, and 5% must be reimbursed. I’m sure whoever put in some small penny of their own will be interested in seeing this project go. But in general, I want to say that the emphasis on small forms of management, the development of consumer cooperation in the region was made three years ago,” said Alexander Uss, Governor of the region.
Self-employed owners of part-time farms will be able to spend the grant on the purchase of agricultural machinery, including small-sized ones, equipment, mineral fertilizers, potato seeds and vegetables.
In addition, owners of personal farmsteads who plan to develop animal husbandry can count on regional support. To do this, they need to join an agricultural cooperative, and it is not necessary to register as self-employed.
Agricultural cooperatives purchase heifers, cows and bulls for fattening, including breeding ones, for the owners of household plots. Also, citizens are paid funds for the maintenance of dairy cows. Such assistance allows villagers to earn on the sale of surplus agricultural products, and cooperatives to expand through new shareholders, increase the number of services provided and turnover, and strengthen financial stability. For three years now, such assistance has been received at the initiative of the Governor from the Ministry of Agriculture and Trade of the Territory.
Rural residents who wish to register and enlarge their business locally can also count on state support. For start-up entrepreneurs, as well as those who are just planning to engage in agribusiness, Agrostartup grants up to 6 million rubles are provided, and from 2023 – Our Farmer grant up to 8 million rubles. In both directions, the contestants co-finance their projects in the amount of at least 10%.
Alexander Uss urged residents who want to receive state support to cooperate more actively with district administrations and the Ministry of Agriculture of the region.
It should be noted that the Krasnoyarsk Territory is traditionally among the leaders among the regions of Russia in crop production. This was achieved due to the high dedication of the villagers, the use of modern technologies, as well as state support from the federal and regional budgets, which this year in aggregate exceeded 10 billion rubles. For comparison: five years ago, in 2017, the total amount of support for the agro-industrial complex was 7.3 billion rubles.
